Dr. Ruth Esther Namatovu is an international policy analyst, writer, and certified mediator specializing in U.S.–Africa relations, strategic affairs, peace operations, governance, conflict analysis, diplomacy, and mediation. Her policy work also covers AI governance and policy, critical minerals, oil and gas, energy security, resource governance, infrastructure, trade, and responsible investment.

She is the founder of Africa Through Washington, an independent policy platform examining how decisions made in Washington shape political, security, governance, economic, and energy outcomes across Africa. Through the platform, she researches and writes policy articles, policy briefs, analytical reports, and commentary on U.S.–Africa relations and African developments with wider international implications.

Dr. Namatovu holds a Doctor of International Affairs and a Master of International Public Policy from the Johns Hopkins University School of Advanced International Studies. Her doctoral research examined security transitions during insurgencies, drawing comparative insights from stabilization environments in Somalia, Afghanistan, and Iraq, as well as African peacekeeping operations and post-conflict institutional reform.

She also holds a Master of Arts in Diplomacy and International Relations from Lancaster University in the United Kingdom and a Bachelor of Science with Honours in Media Technology from the University of West London.

Dr. Namatovu is pursuing a graduate Certificate in Energy Law – Oil and Gas Law and Policy at Texas A&M University School of Law. She focuses on Contract Law and Strategies, Doing Deals and Resolving Disputes, the United States Legal System, Mineral Titling, and Oil and Gas Regulatory Practices.

She has also completed training in Generative AI Governance, Policy and Emerging Regulation, strengthening her understanding of responsible AI governance, institutional accountability, transparency, risk, and emerging regulatory frameworks.

Dr. Namatovu brings extensive field experience from conflict-affected and stabilization environments. In Somalia, she served in a strategic communication and multimedia leadership role embedded with African Union forces across multiple sectors, supporting African Union and United Nations stabilization efforts. Earlier in her career, she embedded with Ugandan forces during counterinsurgency operations in northern and western Uganda and in eastern Democratic Republic of Congo.

She is a certified mediator with training and experience in mediation, conflict resolution, and negotiation processes. In October 2025, she served as a negotiation judge at an American Bar Association competition hosted by the University of Maryland School of Law.

Dr. Namatovu began her professional career in journalism and has worked with local and international media organizations in Uganda and abroad. She has provided political and security commentary for Voice of America, contributed question-and-answer analysis to AllAfrica, appeared on United Kingdom-based podcasts examining conflict and development, and written policy analysis for the Wilson Center’s Africa Program. She has also worked as a parliamentary and political reporter, news producer, news editor, and television production manager.

She is also developing Africa Through Washington’s planned Commercial Diplomacy and Investment Engagement venture. The initiative will seek to strengthen connections between U.S. companies and investors and African governments, institutions, businesses, and communities while promoting transparent, responsible, and mutually beneficial partnerships.

Her work bridges academic research, field-based institutional experience, policy analysis, AI governance, energy and resource policy, mediation practice, journalism, diplomacy, and strategic communication.
